Background
Hemakumara Nanayakkara, born in 1953, is an Agriculturist and a Politician in Sri Lanka. He has represented United National Party (UNP) and United People’s Freedom Alliance (UPFA), and has also formed a political party called Mawbima Janatha Party.[1]
He had his formal education at Richmond College, Galle. He was awarded a Doctorate in Organic Agriculture by the Post Graduate Institute of Agriculture, University of Peradeniya. He is the younger brother of Vasudeva Nanayakkara, a left-wing political leader and a Member of the Parliament in Sri Lanka.[2]

Tobacco Related Activities
When he was the minister of agriculture, Ceylon Tobacco Company PLC (CTC) sponsored the “Api Vavamu Rata Nagamu” (Let us farm and develop the country) programme of the Ministry of Agriculture. Ceylon Tobacco Company PLC (CTC), the British American Tobacco (BAT) subsidiary in Sri Lanka, is engaged in tobacco cultivation and cigarette manufacturing and owns the local market monopoly of cigarette sales.[7][8] The sponsorship was publicised as a “Corporate Social Responsibility (CSR)” activity of Ceylon Tobacco Company PLC (CTC).
Later his involvement with the Ceylon Tobacco “CSR projects” was criticised by a fellow Member of the Parliament Buddhika Pathirana, in a press conference.[9]

The banner says that the shown paddy field is cultivated using “new technology” under the sponsorship of CTC, and the project is implemented under the leadership of the Agriculture Minister Hemakumara Nanayakkara to encourage the government’s agriculture development programme titled “Api Vavamu Rata Nagamu”
